Lee Puay York

Lee Puay York, Regional Director, Asia

Prior to joining Contact Singapore, Puay York was with the International Relations Office of the National University of Singapore (NUS), overseeing the university's interactions with Southeast Asian countries. He travels to various countries in Southeast Asia to meet with talent from industries such as engineering, finance & accounting, and interactive & digital media. Puay York has a Bachelor of Arts and a Bachelor of Social Science (Honours) in Political Science from NUS.


Tan Kum Boon

Tan Kum Boon, Area Director, Southeast Asia and Taiwan

Prior to joining the Southeast Asia team, Kum Boon was with Contact Singapore’s Industry Workforce Division overseeing the Electronics and Research & Academia portfolios where she worked closely with key Singapore-based employer partners to assist them with their manpower needs. Currently, she travels to various countries in Southeast Asia to engage industry professionals in engineering, electronics, finance & accounting and healthcare sectors to support Singapore’s key growth industries.

Kum Boon has a Bachelor of Business in Tourism & Hospitality Management from the Nanyang Technological University.


Gabriel Lim

Gabriel Lim, Area Director, India

Gabriel Lim is the Area Director for Contact Singapore’s India team, where he charts strategies to engage foreign professionals in India. Prior to assuming the role of Area Director at Contact Singapore, Gabriel was in charge of the engineering and electronics industries for Contact Singapore’s Industry Workforce team.

Gabriel was a Senior Officer at the Economic Development Board (EDB), where he regularly engaged with MNCs for EDB’s investment promotion efforts in the electronics industry and was actively involved in outreach to schools and Institutes of Higher Learning.

Earlier in Gabriel’s career, he joined Chartered Semiconductor in 2009 on a Specialist Manpower Programme (SMP) Scholarship, and held the position of Product Engineer. Following Chartered’s transition to GlobalFoundries in 2010, Gabriel continued in his capacity as a Product Engineer, and in 2011, was posted to GlobalFoundries’ Dresden fab where he was responsible for the ramp up of the 45nm technology node processes.

Gabriel graduated with a Bachelor of Engineering (Electrical Engineering) degree from the National University of Singapore in 2009.


Adrian Cheong

Adrian Cheong, Area Director, Australia and New Zealand

Based in Sydney, Adrian leads the Contact Singapore team in Australia and New Zealand for talent attraction efforts, reaching out to overseas Singaporeans, working professionals and investors. Adrian brings with him more than six years of experience in business and strategic development in Asia. Prior to joining Contact Singapore, Adrian spent several years in private and public sectors relating to MICE and Tourism in the areas of industry and commercial development. He had also worked in Industry Workforce (IW) unit in CS, facilitating talent needs of the Oil and Gas and Engineering Service sectors.

Adrian received his Bachelor of Business Management from the Singapore Management University.


Terence Ong, Regional Director, Americas, Australasia & Europe

Based in London, Terence leads the Global Operations team in charge of Australia, North America and Europe. Terence joined Contact Singapore in 2005, covering the manpower developments in the Food & Beverage and Hospitality sectors, before heading to China and assuming the role of Area Director for Beijing. Terence returned to the Ministry of Manpower in 2012 and rejoined Contact Singapore in 2014 where he will continue to identify and establish initiatives to assist global professionals to invest and work in Singapore.

Terence graduated from the National University of Singapore with a Bachelor in Civil Engineering and received a Master of Arts in Contemporary China from the Nanyang Technological University.


Samuel Chang, Area Director, Europe

Samuel graduated Summa Cum Laude from Singapore Management University with a Bachelor of Business Management, obtaining a double major in Finance and Marketing. Samuel was placed on the Dean’s List for all academic years, and due to his academic achievements, was awarded several prestigious scholarships.

Prior to joining Contact Singapore, Samuel spent several years in the Singapore government’s economic agency Singapore Economic Development Board to develop Singapore’s Consumer Businesses and Lifestyle industries and attract investments from these sectors.

Samuel was recently involved in a new initiative to attract family-owned businesses, particularly from Europe to Singapore. He plays this role concurrently to his engagement of industry professionals to share about opportunities in Singapore, both investment and career opportunities.


Kelly Tan, Area Director, North America

Based in San Francisco Bay Area, Kelly manages the North America operations of Contact Singapore to attract professionals to work in key growth and emerging sectors in Singapore with a focus on research, ICT and biomedical sectors.

Prior to joining Contact Singapore, Kelly spent several years in both private and non-profit sectors specialising in regulatory and governance, business development and relationship management.

Kelly graduated from the National University of Singapore with a Bachelor of Social Sciences (Hons) and received a dual Master in Public Policy and Public Affairs from Lee Kuan Yew School of Public Policy, NUS, and Institut d'études Politiques de Paris (Sci Po), Paris, respectively.
