SINGAPORE is quickly emerging as a safe haven for the creation of new intellectual property and knowledge, according to a senior World Intellectual Property Organisation (WIPO) official. Erik Wilbers, director of arbitration and mediation centre at WIPO, told BizIT that Singapore has been taking firm steps towards becoming a centre for IP mediation in the region, and that has had a positive impact on local IP creation as well. WIPO is a United Nations agency and has 185 member states. It was created in 1967, and its arbitration and mediation centre in Singapore, the first of its kind outside of Europe, was set up in 2009.

Top galleries owned by or representing art superstars such as Takashi Murakami - he of the Louis Vuitton cartoon bags - and photographer Annie Leibovitz are preparing to fall in at Gillman Barracks. The former British army camp here, which became known in recent years for its rustic vibe and watering holes, will welcome 13 art galleries in its makeover into an arts enclave. Among the names announced yesterday for the project, set to open in the later half of this year, are: Shanghai's ShanghART Gallery; Sundaram Tagore Gallery, which has three branches in New York, Beverly Hills and Hong Kong; and Japan's Ota Fine Arts.

EVEN before the second edition of contemporary art fair Art Stage Singapore opened at the Marina Bay Convention Centre on Wednesday afternoon for the vernissage (private showing to specially invited guests), Fair director Lorenzo Rudolf was giving a welcome speech to an even more select group of people just inside the entrance to the fair. Members of the fair's VIP Collector's Club - comprising heavy hitters in the local and regional art-collecting community - were gathered in front of a 13-m long painting by Thai artist Navin Rawanchaikul depicting the movers and shakers of the Asian art world, including museum curators, gallery directors and A-list artists such as Takashi Murakami and Ai Wei Wei. Rudolf is also easily identifiable in the tongue-in-cheek painting, dressed as Superman and flying over the Singapore skyline, with wife Maria Elena as Lois Lane by his side.

SINGAPORE'S port beat several records last year, against the tide of global economic uncertainty and challenges faced by the shipping industry. The strong growth in shipping activity cemented the Republic's position as one of the world's busiest ports, as it retained the top spot in a number of industry-wide indicators. According to advance data announced last night by Transport Minister Lui Tuck Yew, all-time highs for Singapore's port were achieved in terms of cargo and containers handled, tonnage of vessels arriving and bunker fuel sales.

JOB opportunities are likely to come from government spending on infrastructure in what is expected to be a slow first half, according to recruitment firm Kelly Services yesterday. Retrenchments are not on the cards, however, even amid the global economic uncertainty, with bosses expected to redeploy workers instead of laying them off.

Before I went to Singapore on a trip hosted by Contact Singapore, I'd assumed the coolest, most progressive places to work in Asia were Hong Kong and Tokyo. I was wrong.
I guess I could have looked it up -- Mercer Consulting's annual rankings put Singapore as the best city in Asia to work and live (Geneva is No. 1 in the world; but at No. 28, Singapore ranks above London, New York, Tokyo and Hong Kong). Mercer measures 39 factors,...
